Dr. Milstein's specialty in managed care program design led to, as one colleague put it, "Arnie's obsession with measuring quality." Good for employers and consumers, this led to Dr. Milstein's leading role in the creation of the Health Care Information Data Set (HEDIS), the yardstick against which performance of health plans, on many metrics, is tracked for employers. Matt Holt has called him "the smartest 'purchaser' in health care on quality." For this, The New England Journal of Medicine called Dr. Milstein a "pioneer" in the effort to advance quality in healthcare. Dr. Milstein is also a member of the National Committee for Quality Assurance (NCQA), which presides over HEDIS, and the medical director of the Pacific Business Group on Health, a large employer lobby based in San Francisco. He is a member of the Institute of Medicine. He also lectures at the University of California, San Francisco.
